| Smooth Tokyo 21: Expanded Operation |

Full resolution of the chronic traffic congestion problem within
Tokyo would require the construction of loop routes and other network
improvements. It is also important, however, to utilize existing
roads for more immediate improvements. The implementation of the
new "Smooth Tokyo 21: Expanded Operation" project has
this goal in mind. |

Based on the achievements of "Smooth Tokyo 21," a campaign to
crack down on illegal parking that has been carried out to alleviate
traffic congestion, a major expansion of target locations will be
made and further measures adopted. The specific aim is to eliminate
congestion at 100 separate intersections over a five-year period. |
Approaches

Carefully matched to the specific characteristics of target routes
will be the installation of left-turn lanes and other road facility
improvements, as well as more effective use of parking lots and
additional measures that will be combined in an intricate implementation
plan. |

Joint promotion efforts with the Metropolitan Police Department
will be strengthened, in addition to cooperation with the Ministry
of Land, Infrastructure and Transport to appeal for broad participation
and cooperation from the wards, cities and individual citizens. |

The measures advanced in fiscal 2003 include road facility improvements
on Nakahara Kaido and other routes, the installation of "No Parking"
signs, education and enlightenment campaigns by traffic control
support officers and other staff, PR campaigns to gain maximum understanding
of the overall operation and other carefully planned strategies. |
