The Bureau of Waterworks supplies water to all of Tokyo's 23
special wards, and to 25 municipalities (shi and cho) in the Tama district.
Water services in the 23 special-ward area are managed directly by the
Bureau, and in the Tama district some services are contracted out to
each municipality.
Main facilities
FY2000 saw the start of a new management plan scheduled to run from
fiscal 2000 to 2003, known as the Waterworks Management Plan 2000. This
plan was launched to offer higher standards of water services, more
appropriate to the 21st century, through more efficient management.
On the basis of this plan, waterworks operations are being advanced
in accordance with the following main policies:
Improvement of water facilities:

Setting long-term objectives for improving
and maintaining water facilities. |

Securing water resources, coping with
earthquakes,promoting advanced water treatment, etc. |
Promotion of services closely connected with customers' everyday
lives:

Introducing the Waterworks Fresh Diagnosis
Program. |

Providing the general public with opportunities
to visit water supply facilities, etc. |
Focusing on the global environment:

Striving to save energy and to recycle
resources. |

Introducing environmental accounting,
obtaining ISO certifications, etc. |
Introducing a new management system:

Setting clear business objectives, introducing
private finance initiatives (PFI, i.e. the upgrading of social capital
through private funding, etc.) into many fields. |

Creating an interactive information
exchange system, etc. |
Rationalization measures:

Cutting back on staff (500 employees)
and wages. |

Reducing building costs and selling
off unused land, etc. |
Note: The Waterworks Fresh Diagnosis Program is an
effort to establish an accurate grasp of customer needs while enhancing
user understanding and appreciation of the water supply services provided
in Tokyo. Under this program, Bureau personnel and investigators from
contracted companies visit customers to analyze individual water use,
inspect water quality and leakage and otherwise assess the conditions
surrounding water supply and use.
